CRITICAL for agents: complaint volume is NOT a ranking — it tracks product reach + company size (no denominator; credit reporting is ~80% of all complaints because the bureaus hold records on nearly every adult); the comparable signal is timely-response; a complaint is an unverified allegation, not proven wrongdoing.
